JSPModelQueryExtension and TaglibModelQueryExtension should be updated once a solution for Bug 311957 ([content model] Need way for ModelQueryExtensions to make document root level contribution) is decided upon.  This will get us one step closer to being able to fix Bug 197954.

Enhancement Patch

This patch updates TaglibModelQueryExtension and JSPModelQueryExtension to take advantage of the suggested improvements in Bug 311957.  For both of these the same contributions would be made for the currently existing element content contributions and for the suggested document root content contributions.
