Win7, latest from HEAD.
(probably in yesterday's I-build, this change happened after M7).

Steps:
- Go to the helios site: http://download.eclipse.org/releases/helios/
- Select all the items from the linux tools category, 
- Click next
- There is an error dialog with "UnsupportedOperationException" before reaching the error page.

The UI is using explanation.shortAnswer() to determine if there is a missing requirement, but one of the returned explanations doesn't support it.  Can we be more forgiving here?  Or should the UI be aware of this possibility.  (Note that we already have bug 310212 to cover the fact that the UI is reaching so far into internals)
