Shortcut key conflict happens in Property Editor->Resources.

Steps to reproduce:
1. New a report, go to Property Editor->Resources.
2. Check the shortcut key.

Expected result:
Unique shortcut keys are provided.

Actual result:
See the screenshot.

Verified in build (2.6.0.v20100521-0630), closed.
