When opening a launch configuration with OTRE enabled, the page immediately
"thinks" it has changes, so if you close it (or switch to another launch
configuration) you're asked whether to save or discard changes.

It seems we are writing some attribute even if there's no change.

Fixed by setting the OT_LAUNCH attribute only when changed.

The "enable OTRE" checkbox no longer causes problems, but the
"Team Activation" tab still does.
