1. Preview the attached report design in Web Viewer.
2. Click on the bars.

Expected result:
Link to the correct group.

Actual result:
Error is shown on page.

The link generated by chart contains illegal character. It should be '(0x27), not 0xa1.

Fixed by correct encoding of single quotes in bookmark. Also backported this to 2.5.3 branch.
