Description:
SVG background image does not work in Layout.
Regression of #261761

Build number:
2.6.0.v20100504-0630

Steps to reproduce:
1. New a label, in Properties Edit->Advanced, set the attached SVG image as the background image.

Expected result:
In layout, the SVG background should take effect.

Actual result:
See the screenshot.

This is never supported before.

The SVG background image works in Layout under locale -en_US, but not work under -zh_CN.

Can not reproduce this issue in latest 2.6.1 build.

The SVG background image does not work in Layout under locale -en_US either.

Copy the attached report design and svg image to a project, open the report.

Actual result: The SVG background image does not work.

Reopen for further investigation.

Can not reproduce this issue with 2.6.1 build 20100802-0630 on 2 pc with clean workspace.
