An adopter product would like to request that you export the internal.cnf package but that you mark it as internal in the manifest.

The adopter wants to get access to documented package

* Is there a work-around? If so, why do you believe the work-around is insufficient? 
no workaround

* How has the fix been tested? Is there a test case attached to the bugzilla record? Has a JUnit Test been added? 
Made sure that the package is now accessible

* Give a brief technical overview. Who has reviewed this fix? 
We typically export internal packages for adopters to have access to all functions

* What is the risk associated with this fix?
