Subversive stores some settings within the workspace, and another in
$APPDATA\Subversion

It should be possible to change where it writes these second settings.

Reproducible: Always

Steps to Reproduce:
1. Use subversive.
2. Check %appdata%/Subversion

First settings are stored by Subversive itself. Second settings are stored by SVN client library and these SVN settings can be shared between multiple SVN clients. What's the reason to change location for second settings?

Portability.

When you run Eclipse from a thumb drive for example, it will mix the SVN settings with the settings of the local install.
And since %appdata%/subversion is shared between all SVN clients it makes it quite diffcult to produce a launcher based solution to move it around to keep it portable.
