The URLs that are currently stored in BugzillaTestConstants should be moved to BugzillaFixture and all the few remaining that reference the constants should be changed to use BugzillaFixture. This will encourage usage of the fixture and be less confusing as test environment specific stuff will be in one place.

The fixtures for BUGS_3_2_2 and BUGS_3_2_3 can probably be removed since we don't officially support these versions any longer.
