DITA OT has support for the latest DITA 1.2 revision, which is nearly completed. It could be built on top of the plugin done at https://bugs.eclipse.org/bugs/show_bug.cgi?id=251954 The DITA 1.2 specification has DTDs and also XSDs, that I assume need to go through IP since they need to be included.
