Now that we are locating JSF resources, I am noticing that a folder of nothing but images is being resloved as a tag library by the faceletTagRegistry.   It should probably not be considered a tag lib until it contains a tag file.

The proposed fix is ont enough to resolve all cases.   Moving to fix in Future.

There isn't enough time before release to retest the implications of this change.  The effect appears to be minor since the worst case is some extra empty libraries listed in a couple places.

Please reopen if this is causing serious issues.
