Steps to Reproduce.

- Launch MPC.
- Navigate to a plugin that has IU's listed (I changed the url manually to http://marketplace.eclipse.org/iu?mpc=true&mpc_state=
- Click Install
- Wizard returns but Finish Button is Disabled.
