Overview Description:
Tooltip for External Tools toolbar button in the Workbench window is shown 
as "&External Tools." There should be no ampersand (&) displayed.

Steps to Reproduce: 
1) Open any perspective in the workbench (e.g., Resource).
                          
2) Hover over the External Tools toolbar button.

Actual Results: 
The tooltip is displayed as "&External Tools" instead of "External Tools."

This has been retested in M5 (build 200302061700), and it appears to have been 
fixed.
