Is the corresponding Task Repository settings page set to the correct encoding (found under additional settings on the settings page)? I.e. for bugs.eclipse.org/bugs it is currently ISO-8859-1.

It is set to : Other ISO-8859-1

I changed it to "Default (UTF-8)", but the display stays the same (I even restarted Eclipse).

Now I set the setting to Default(UTF-8) in Eclipse 3.5.2, opened this bug there, and it also shows the same.

Oh, I see in the comments my name is also wrong.
If you read this on the web, my name should be correctly at the top next to "Reported :" and also above each comment of mine.

OK, I see this correct on this PC, using Firefox 3.5.9 on WinXP
On same PC, IE8 displays "ž" wrong (blank square).

On another PC (another ISP) all FF, IE and Opera display the "ž" character on this page correctly.

I submitted the bug from the first PC from inside Eclipse, maybe that connection has some transparent proxy on the line, that breaks things.

Not sure what this means, but:
if I load this page* in Firefox on the same PC where the problem started, I get my name displyed wrong. For example in the line:
Reported:  	2010-04-12 12:14 CEST by  David Bala&#65533;ic 


Page Info dialog shows Encoding: UTF-8

Which is strange, since for other pages (where my name is displayed correctly), the encoding is ISO-8859-1. Same on other PCs.

After clearing the browser cache, things return to normal.

So it seems, for bugs reported over Mylyn, Firefox gets a broken cached version of the page.
It sure beats me...

Looks like this particular character isn't mapped as part of ISO-8859-1:

   http://en.wikipedia.org/wiki/ISO/IEC_8859-1
   

Perhaps this is why we're seeing this problem when posting from Eclipse yet in is working in some browsers since they do optionally support those extended characters.

The XML that is produced by Bugzilla doesn't quite look right. Is there a Bugzilla bug for that?

I don't believe so since this is somewhat of a legacy database encoding to newer UTF-8 related issue.  A bulk conversion of the tables to UTF-8 will take place once bugs.eclipse.org/bugs migrates (bug#220717).
