The problem appears to be that the link generated in this case doesn't use the same criteria for the query, and opens up the Severity level to all instead of the selected.
This was reported in a separate bug and was resolved there.
Assuming that the "Total" column isn't supposed to reference bugs that were not a part of the report query then I believe this bug still exists. Try the test case from comment 0. It still fails. Also, I couldn't find the other bug you are referring to. Is it in the Bugzilla component?
Oh, the total column... As I learn to read, I agree, it doesn't match up. I'll investigate further.
This problem has been fixed in Bugzilla 4.2. Maybe mark this bug as depending on bug 377204?
Bugzilla was upgraded to 4.2... things now appear to add up.
