Build Identifier: 

The ATL editor could use a couple of new completion panels: one panel only for templates proposals, and another for local operations proposals only when we are on an OclAnyType expression (because for the moment the completion does not allow helpers with a specific context to be put on an OclAny type).

The following patch adds these two panels to the current one.
