The Breakpoints view activates a child context and has a breakpoint property command associated with ALT+ENTER.

The keybinding works, but the context menu doesn't display this beside Breakpoint Properties...

If I remove the ALT+ENTER->Properties keybinding, it shows up.

The PluginAction/ActionContributionItem is not updating correctly when the Breakpoints view becomes active.  Need to investigate org.eclipse.jface.action.ExternalActionManager

There is a keybinding associated with the org.eclipse.debug.ui.BreakpointView context, but AFAICT it is not activated while I'm in the Breakpoints view.  Debugging from that view makes no difference.
