How to reproduce:

- Open controls demo with fancy or business desgin.
- Maximize Shell.
- Resize Browser.

The Border will and targetElement-div will not be resized, only the outer div. The content will still be relayouted by the server.

This is caused by the fact that maximizing the shell sets width and height to null. In this case the the GraphicsMixin will not be notefied when a resize occurs.
