when user navigate in svn project on the svn perspective (with svn+ssh to a linux server), on the linux server, several (about 4 per user) svnserve processes are launched.

These processes are never closed until user closes eclipse. 

this is a major performance issue on the svn server when we have a lot of eclipse users.


Reproducible: Always

Steps to Reproduce:
1. navigate in svn perspective
2. ps fauxw | grep svnserve on linux server
3. close eclipse

New option was added into the Preferences->Performance section. When the option is disabled there will be no persistent SVN+SSH connections.
