I'm splitting off part of Bug 282382.

The UDC should keep track of the last URL that was used to upload. When the time comes to do an upload, it should check the URL that it's configured to use against the last URL that it did use and, if they are different, alert the user about the difference. See Bug 282382 for more discussion.

The Usage Data Collector was decommissioned a long time ago. Therefore any
remaining bugs are now being closed as WONTFIX. If this bug is still relevant,
please make a comment and we'll move it to the correct project/component for
further investigation.
