The DnD model refactoring behavior is not consistent with other eclipse DnD refactoring behavior. For example, when a Java element is DnD in another package there is no UI interaction with a wizard. When a user DnDs a model element a wizard is invoked and user interaction is required.

Lots of changes have been made to refactoring.  Please reopen if this is still an issue.
