I would like a feature to prevent the accidentital changing of the perspective layout. It is an occasional pain when I accidently changed my perspective layout and then have to waist time trying to change it back.

Reproducible: Always

You can just use the 'Window' menu and select 'Reset Perspective' to reset it back.

I would think most people like being able to move things around. Are you talking about the Eclipse SDK or your own RCP application?

I am talking about Eclipse SDK.

I agree it is nice to be able to move thinks around; however, once it has been moved around and set up in a preferred way, it would be nice to be able to lock it so that it can't change. Later should a change be desired, the Perspective could be unlocked, the layout changed and the Perspective relocked again.

By default it could remain unlocked.

This feature could be applied against all of the Eclipse UI. The Lock would lock all of the Perspectives instead of just one.

The Windows XP Task Bar has a similar feature. If you right click on it, you will be presented with the option to lock it.

This also has the added benefit of saving real estate on the screen, because all of the controls for updating the layout can be removed from the UI when it is locked.

One workaround would be to save your perspective and then reset it if you screw it up.
