The local palettes provides the ability to create palettes depending on various local profiles. For example, it can provide a tool that creates a class stereotyped "Ecore::Metaclass".
If the Ecore profile is not applied, the palette should not be displayed
if the Ecore profile is applied, it should contribute to the current palette
if the Ecore profile is unapplied, it should remove its contribution to the current palette
