When a profile is applied from the workspace, there is no information at generation time about available tools. So, the palette must discover itself which stereotypes can be created with available standard tools.
As they are too many combination, it is impossible to generate a palette and display it directly. It would be too confusing. Instead, the customize dialog should be used. In the local palette definitions, in the list of available tools for creation, a submenu should be created to pre-generate the set of couples element/stereotype. Then the user could add the new tool to the palette preview.
