The BTG and the tooling work in COSMOS is using hand written classes to parse XML called SPI.  We'd like to convert the BTG and the other tooling to use the same JAXB classes used by the runtime.

Our reasons for this are threefold.

1) Consistency.

2) Ability to quickly accommodate schema changes.

3) JAXB does what it does better than SPI replicates it.
