Consider for 3.5.2.

This happens with p2.gathering=true

With Eclipse 3.5 SDK

I have a feature.xml which among other contains this:

   <plugin
         id="org.mozilla.xulrunner.win32.win32.x86"
         os="win32"
         ws="win32"
         arch="x86"
         download-size="0"
         install-size="0"
         version="0.0.0"
         fragment="true"
         unpack="true"/>

So it's fragment and should be unpacked during install.
Unfortunately it's not unpacked but remains jarred in plugins directory.
