It would be good to have the ability to filter select nested archives from a
given bundle during an API use scan. This would allow reused / compatibility
code made available in a bundle (and on the bundle classpath) to not show up
during a scan.

Arguably, one could say that they should not appear on the bundle class path,
but if they do this could be used to prune reported usage for those bundles.

The attached patch updates the apitooling.apiuse Ant task to accept a comma
separated listing of archive identifiers to ignore, as well the external tools
UI has been updated with a new wizard to help create patterns
