When an existing parent folder has a phantom child, the CVS/Entries file of the 
parent has an entry for the phantom child. When the sync info is loaded, the 
info from the Entires file is used to set the resource sync info of the 
phantom. This causes a build. Possible work arounds are to either check before 
setting the resource sync to see if it has changed or to not store the resource 
sync for the phantom in the Entries file since it is persisted with the phantom 
anyway. I prefer the later solution but will need to ensure that there are no 
adverse side effects.
