Not sure if this is easy to reproduce but here are the steps in may workbench:
  - Synchronize org.eclipse.ui with the repository;
  - double click in plugin.xml.
        * version loaded in the workbench: 1.121
        * version released in the repository: 1.123.

if I select the plugin.xml in show show it in the resource history then select 
these two version and say compare, it is even worse. Eclipse stops a long time 
without change the cursor.

In both cases I dad to wait about 5 minutes for a "timeout" and then it 
printed "Internal Error" in the compare pane. There is notthing in the log 
file.
