I have created a Target Defintion which contains the Babel Galileo Update Site 

1) File/New/Other/Target Defintion
2) Add -> Software Site
3) Configure site
http://download.eclipse.org/technology/babel/update-site/galileo

Now the update site information is fetched from the server and after a short
while the download hangs for some minutes fetching "download.php".

After this the definition was fetched successfully and work can continue, but
this hanging for minutes is annoying. Maybe strange is that it queries a path
"/technology/babel/update-site/ganymede", why ganymede here?

I think there were two reasons for the slowness:
1) Babel is big. Update Manager has to download the 6.56 MB p2 content.jar to inspect and figure out what packages in the 34 languages that Babel translates into are available.
2) Galileo SR1 was available a few days ago. Server workloads were very heavy. Hope it will get better in the next few days/weeks.

I changed the site to say ""/technology/babel/update-site/galileo".
