Reproducible: Always

Steps to Reproduce:
1.Open a bpel file and click on the blank of the bpel editor
2.At this time, in the properties view, choose the Imports Tab.
3.Click the 'Import an XSD' button, a wizard opens
4.Choose the 'Import Source'=URL.
5.Cancel the wizard
6.Reopen the wizard, 'Import Source'=URL, but the wizard page in the below = Resource wizard page



the issue is same to https://jira.jboss.org/jira/browse/JBIDE-4458
