These two tests have failed a few times. Most recently, in 
http://build.eclipse.org/webtools/committers/wtp-R3.2-I/20090910052601/I-3.2I-20090910052601/

Since they have been intermittent, I assume they should not hold up declaring a
build?

I see now smoke test passed (thanks). 

I'd suggest these be removed if they can not be fixed right away. To fail occasionally does not reassure us that all is ok (the purpose of JUnit tests).

Sadly this isn't even an intermittent "Failure", but rather an intermittent "Error" that occurs in the test setup attempting to build a test project.

testDEBUG Errors as a result the Error in testEditFacetSettingsFile.

testEditFacetSettingsFile has now been fully commented out.
