Steps To Reproduce:
1. Install Eclipse R3.5 to (say) /usr/local/eclipse-R3.5
2. (optional: this step makes no difference)  Initialize the configuration area in the shared install by running "/usr/local/eclipse-R3.5 -initialize"
3. Make the Eclipse installation read only
4. Run Eclipse.
7. Create and launch a simple Eclipse App debug configuration.  This should work.
5. Install a plugin (I install a simple little plugin I wrote called Relevant Elements from update site at http://people.cs.ubc.ca/~bsd/eclipse-tools/).  Note that this installs all the Eclipse features (e.g., RCP, JDT, SDK, ...) in addition to the actual feature of interest.
6. Restart Eclipse as prompted.
7. Launching the Eclipse App debug configuration will now fail.
