Steps To Reproduce:
1. Go to Windows > Preferences.
2.Open Data Management > SQL Development > 
  SQL Results View Options > Export Format Options preferences page.
3. Select 'Other' from 'Default output encording'.
4. Input unsupported encode to display error message below.
   "Unsupported Encoding"
5. Select 'Default' from 'Default output encording' or 
   click 'Restore Defaults', but error message remains.

I attached an patch to fix this problem.
