2. Download ExtJS 3.0 from http://extjs.com/products/extjs/download.php
3. Copy ext-all-debug.js into project
4. Create JavaScript file
5. Enter "window.", press Ctrl-Space

This exception is not being caused by content assist directly, but by incorrect resolution during the compilation stage. This causes the content assist to fail.

Its the same root cause as https://bugs.eclipse.org/bugs/show_bug.cgi?id=278172, so I am marking this as a duplicate.
