build I20021216

- change the dialog font to 12 pt Tahoma
- close and reopen the prefs
- on the Workbench page, "Note:" is bold but is not 12 pt Tahoma.

Shouldn't "Note:" be in the bold variant of the dialog font?

Note uses the banner font. We can't always be sure that there is a bold 
version of the dialog font so we need to choose something that the user has 
explicitly specified.
