Patch to add Editor Presentation action bar to the ant editor

Version: 3.5.0
Build id: I20090611-1540

By default the Ant editor does not show the general text editing global actions (show whitespace and block select).  It seems to be the only text based editor that is not associated with this action set.

The user can enable the actionset globally for the perspective, but it would be nicer if it was at the part level.
