Photran Code Folding patch

Steps To Reproduce:
1. Apply patch which is an attachment to this bug.

More information:
After the patch is applied to the source code, running an Eclipse Application with all workspace and selected target plug-ins will have new preferences for the Fortran Editor (Window>Preferences>Fortran>Editor). The user can choose to enable folding instead of the horizontal ruler along the top of the editor. 

Note: 
By default, the option is checked for the Free Form Editor, but the horizontal ruler is visible while folding is not. To fix this, go into the Fortran Editor preferences, make sure the boxes for folding are checked, click Apply and OK. Then close the file and reopen it; the ruler should be gone and folding enabled.

Thanks, Kurt.  This is in CVS.  I am looking at the problems you mentioned.

Looks like we changed the default to "off," which fixed the problem.
