The way that tests are run automated at build.eclipse.org, it is convenient to have a test.xml file that drives the tests.  This requires that the test bundle isn't jarred and thus all test resources must be in build.properties.  Finally, a test suite class is necessary as an entry point to the tests.

I will attach a patch that does all of these things.
