The Open Services for Lifecycle Collaboration (OSLC) [1] is an open, RESTful based specification for collaboration between Application Lifecycle Management services.  One aspect of this specification is aimed at Change Management (CM) systems[2].  The OSLC CM spec 1.0 covers service discovery and query, creation, and manipulation of tasks in any OSLC ready service provider.  A boiler plate OSLC Mylyn connector would enable rudimentary integration with any OSLC ready service and could act as a library upon which integrators could build a fully featured Mylyn connector (i.e. with offilne support, rich editing etc).
