The org.apache.commons.httpclient plugin is a "required" plugin in org.eclipse.equinox.p2.user.ui feature whereas org.apache.commons.httpclient.source is "included" in the corresponding org.eclipse.equinox.p2.user.ui.source feature. Is this an intended disparity?

Andrew, do you know why the generated source feature would include the plugins in the source feature that are listed as required in the runtime feature?

Required plugins are not included in generated source features.  org.apache.common.httpclient.source is added to the source feature using plugin@ syntax on the generate.feature property.  There is no current support for adding requires in this manner.

We no longer build/deliver this bundle, as far as I can tell, will will close as "won't fix". 

Feel free to re-open if I am missing something and its still important to you.
