See the attached screenshot. 

It looks quite strange to have the JavaScript Toolkit facet available for addition to the primary EAR facet. The jsdt facet appears also for any other JEE project. 

While it may make sense to have the jsdt facet available for Dynamic Web Project it certainly has no meaning for other JEE projects. 

I am not sure where the constraint should be put - in JEE facets or in the JSDT facet.

Currently we're defined as available for any runtime, which isn't perfect since the targeted runtime usually has zero effect on whether we're valid there or not.  Adding us to specific runtimes would similarly be incorrect and yet cause a large amount of churn.
