Steps:
- create a JSF project 
- create JSP page
- open palette as an external view 
- open faces-config.xml and switch to Navigation Rule tab 

Notice the palette is not populated with palette elements. 

Workaround: Open a JSP page / any other file, switch back to faces-config.xml
