Enhancing PTP to support SLURM resource management system

This package includes enhancement for PTP 2.1 to support SLURM resource manager.
After correctly building and installation, ptp runtime can work with SLURM rms and support Machine/Node status monitoring, job launching/status monitoringh/control via SLURM rms.

I, Jie Jiang, declare that I developed 100% of the attached code from scratch. I am authorized by my employer to make this contribution under the EPL.

This contribution has now been committed with the exception of srun_opt.h and the autoconf files with non-EPL licenses.
