While smoketesting http://build.eclipse.org/webtools/committers/wtp-R3.1-I/20090423062751/I-3.1-20090423062751/ I have started with an empty workspace and then Windows->Preference->Server->Runtime Environments. The following error occurred: Unable to create the selected preference page. An error occured while automatically activating bundle org.eclipse.wst.server.ui (623). Situation got better after restart. Screen shot attached. Error log will also be attached.

How did you extracted the build? did you put everything in the dropin folders or did you extracted all the zipfiles on top of each other?

(In reply to comment #4) No mistake. I am trying understand what you did. This morning I did a quick test (not the smoke test) with wtp-sdk and I didn't see a problem. I am now downloading wtp to see if I encounter the same problem that you found. I noticed you said that after restart the situation got better, i take you mean that you didn't get a problem.

I re-downloaded everything, all the packages. I have restarted a few times, but I can't recreate the problem. The error log suggest a problem with the initialization of the plugin, which could be caused by p2. Yesterday someone contacted me with a similar problem, but in their case they couldn't bring up the Dynamic Web project. I couldn't recreate their problem either. The fact that you were able to bring up the dialog after you restarted, makes me thing there is some funky behaviour in the platform, not sure what. I am lowering the severity to normal, and will probably transfer to the platform to get their thoughts.
Can someone from the platform look at the 'error log' attachment and comment on what all the error could be about?
I don't see a connection with p2 here.
I am not able to reproduce. I am at a loss as how this happened. The stacktrace indicates that there are two versions of the org.eclipse.core.runtime.Plunin class in the system. But this class should only exist in the org.eclipse.core.runtime bundle and that bundle is a singleton. I have know idea how more than one class loader could have defined that class.
I know certain JVM cache classes, can this be the case in here?

This would require a special framework extension bundle that has knowledge of how to cache a class from a classloader/jar with the JVM. We do not ship any such support in the Eclipse Platform by default.
Marking as duplicate since the same error seems to be happening there. In that case we had multiple versions of javax.servlet that I think contributed to core.runtime being refreshed and causing some strange class loading issues. *** This bug has been marked as a duplicate of bug 297769 ***
