The product builds with p2.gathering=true automatically do a director install in the assembly/packaging phase.  We need an option to turn this off in case the user just wants a repository at the end.  We should also have an option to turn off mirroring at the end in case the user just wants the buildRepo.

I will use the same skip* as we already have (ie skipFetch, skipBase).
