Right now we have support for the main menu but no equivalent support for the main toolbar(s).

Committed in >20090318. Added the necessary API hooks.

There are currently two spots where the SWTPartFactory interacts with the legacy hook in order to pre-populate them with the correct 'static' values; these will eventually just be part of the default XMI file...

Committed in >20090406. Added support to render a view's 'drop down' menu and the view Toolbar. Also adds a ViewForm that currently only shows the 'message' but will eventually be used to support the TB if there's no space in the tab folder (a la 3.x).
