There is no label and content provider provider available for ProjectLibraryRoot node in Dynamic Web Projects. See the attached screenshot. 

This is valid for both Web 2.4 and Web 2.5. 
Like before, the reason might be again breaking changes in the Common Navigator.

This is probably a dup of bug 268250, fix for that is coming soon and will be
in today's Ibuild.
