In org.eclipse.ui.actionSets, an action can be defined for a toolbar where 
the "pulldown" attribute enables the icon in the toolbar to have an associated 
menu that drops down. The contents for this pulldown menu is defined in code by 
calling IWorkbenchWindowPulldownDelegate.getMenu(). It should be possible to 
define the pulldown menu completely in XML.

Kevin, this is just a ping to see whether this is something that you would 
still consider useful.  If it is, then maybe we'll try to get it in for M8. 
 
Could you flesh out an example of an API you would expect?  In terms of XML 
and possibly Java code as well.  Thanks.

Moving to verified (cleaning up my resolved list).  No extra verification has 
been done for these bugs.
