Using I20090310-0100, if I attempt to install Field_Assist_Example Feature v1.0.0 on the license page the Items With Licenses lists both "Field_Assist_Example Feature" and "Field_Assist_Example.feature.jar".

I had checked with I20090304-0834 and it displayed a license but no list of items.  So I put a breakpoint in AcceptLicensesWizardPage#update() then ran both the new build, and the old build through the install.

It seems the older builds did not provide a ProvisioningPlan to the license wizard so it would default to displaying licenses for IUs that were selected.  The newer build does provide a provisioning plan to the wizard and the plan's operands are used to find IUs.

A comment describing the potential for this occurring in iusWithUnacceptedLicenses() refers to bug 218532
